Its either the relay, dead or jammed starter, weak battery (12.8 volt does not always mean fully charged and chargers fail), loose bad connections or dirty even run switch. Like the ignition switch, fuse for ignition, kill switch contacts,etc. Spray a little carb spray in the carbs to see if fuel is needed. See if the plugs are fouled.You need a manual for diagnosis. The stater and 3 yellow wires will not keep the ignition from working.
